Heat a large skillet over medium-high heat. Spray with cooking spray or a teaspoon of oil. Add ground beef and brown until cooked through and no longer pink. Discard any accumulated fat.
Add the pasta, cornstarch, chili powder, garlic powder, sugar, salt, paprika, cayenne pepper, and crushed red pepper flakes and stir well to combine.
Add the milk and water and stir well. Turn the heat to high and bring to a boil. Lower the heat to medium-low and simmer. Cover and cook 10-12 minutes, or until the pasta is al dente. Add more water or milk, if necessary.
Remove from the heat and stir in shredded cheddar cheese until combined. Serve immediately.
